އަރިދަފުސް ރޯގާއާއި އިންފުލުއެންޒާފަދަ ގައިން ގަޔަށް އަރާ ބަލިތަކާއި ބެހޭ ތަފާސް ހިސާބުތައް އެއްކުރުމުގެ ގައުމީ ނިޒާމުތައް އިތުރަށް ހަރުދަނާ ކުރުމަށްޓަކައި ހެލްތު ޕްރޮޓެކްޝަން އޭޖެންސީގެ ފަރާތުން މާލީ އެހީތެރިކަން ހޯދުމަށް ސެންޓަރ ފޮރ ޑިޒީޒް ކޮންޓްރޯލް އެންޑް ޕްރިވެންޝަން(ސީޑީސީ)/އެޓްލާންޓާއަށް 2013 ގައި ވަނީ ޕްރޮޕޯސަލް ހުށަހަޅާ ކާމިޔާބުކޮށްފައެވެ. މިގުރާންޓުގެ ދަށުން އަންނަނިވި ކޮންސަލްޓަންސީ މަސައްކަތްކުރުމަށް ހަމަޖެހިފައިވެއެވެ.

Development of Print and Mass Media Materials for Flu Vaccination Campaign މިމަސައްކަތައް ތައްޔާރުކުރެވިފައިވާ ޓީ އޯ އާރުގެ ދަށުން ކުރަން ބޭނުންވާ މައިގަޑު މަސައްކަތަކީ ޢާންމުންގެ ތެރޭގައި އަހަރަކު އެއްފަހަރު އިންފުލުއެންޒާ ވެކްސިން ޖެހުމުގެ އާދަ އުފެއްދުމަށް މަސައްކަތކުރުމުގެ ގޮތުން މިކަމަށް ހޭލުންތެރިކަން އިތުރުކުރުވުމެވެ. މިގޮތުން ޕްރިންޓް، ސޯޝަލް އަދި މާސް މީޑިޔާ މެދުވެރިކޮށް ހިންގާ ކެމްޕޭނަކަށް ބޭނުންވާ ތަކެތި ފަރުމާކުރުމަށެވެ.

1. Terms of Reference – Development of Print and Mass Media materials for Flu Vaccination Campaign

Background

The first cases of infection with influenza A (H1N1) pdm09 virus were in April 2009. A total of 214 countries and territories have reported laboratory confirmed cases of H1N1 with 18,138 deaths. The rapid spread of this disease resulted in WHO declaring a global pandemic in June 2009. However, following this pandemic, many people had been infected and the population had developed immunity to Influenza A (H1N1) pdm09. Since then, this strain has been causing seasonal influenza outbreaks every year around the world.

Sporadic occurrences of Influenza A and B of subtypes such as H1N1, H3N2, Yamagata and Victoria lineage cases have been identified in the Maldives.  Influenza surveillance and testing was initiated in the country in 2014 under a project funded by Centers for Disease Control and Prevention. In 2015, National Influenza Laboratory was established at Indira Gandhi Memorial Hospital (IGMH). This included procurement of PCR machine, other equipment and consumables. Prior to this, testing was done abroad by sending nasopharyngeal samples of influenza suspected patients.

The first influenza epidemic which occurred in March 2017 was verified through laboratory testing. During this outbreak 278 samples tested positive for H1N1 and 38 samples tested positive for H3N2. 36.6% of total tested samples were positive for influenza. Number of SARI patients with severe symptoms increased significantly. It was observed that flu symptoms worsened for pregnant women and for high risk patients. There were 6 deaths during the outbreak. There was a seasonal peak of influenza A (H3N2) during May-June 2018.

Record shows that more than 68,308 people were vaccinated in 2017 and 32,708 were vaccinated in 2018. It is possible that due to increased number of people getting flu vaccinated and the vaccines provided covered circulating strains (H1N1 and H3N2) in both the years, severity of symptoms were reduced in some patients. In addition, effort was taken to sensitize high risk population on the importance of getting vaccinated.

This ToR is an effort to contribute towards behavior change in the community as to motivate the public getting vaccinated for flu routinely each year.      

Objectives

To prepare both print and mass media material to raise awareness on influenza and its prevent through vaccination.

 

Major tasks to be accomplished (estimate the time required to complete each task)

The expected tasks of this consultancy are as follows:

  1. Conceptualize and propose design and development of the IEC materials. Prepare messages based on the content provided by HPA. For each of the messages proposed, develop two different concepts for selection. For TV and Radio spots also to propose two similar story board or script for each spot. HPA team will select one of the concepts as the final product,
  2. Conduct pre- testing of the materials and make adjustments as necessary, and
  3. Finalize and present the finished products. Final development should be provided with printing/production specifications.
  4. Development of three poster designs and one leaflet design (suitable for print dissemination and for social media),
  5. Development of three 30 seconds TV and radio spots (for each spot, must pre-test two story board/script with similar concepts, and
  6. All print end products must be handed over in PDF, print-ready format. Film end-products must be submitted as camera-ready.

Required Qualifications and Experience

The candidate/s should have the following skills and qualifications:

  1. Designing, marketing or PR agencies or individual having wide range of experience in design and development of media packages, graphic designs with community/social and health related issues. Past experiences in health related issues or demonstrated openness to participatory creative process will be an added advantage and
  2. Preference will be given to an agencies and individuals based in Maldives as this is a local consultancy.
