Invitation for Expression of Interest (EOI) for the Establishment of Fire Safety System at K.Funadhoo, Republic of Maldives

 

Introduction

State Trading Organization Plc. (the “STO”), Head Office in the capital city of Maldives, Male’, began operations in the year 1964 as a state- trader with the initial intent to have a central purchasing organization to raise living standards and encourage development in the country. Over the years, STO has evolved from being a sole importer operating as a monopoly to a public listed company operating in a very dynamic and competitive environment.

 

Call for Expression of Interest

We hereby invite interested and eligible local and foreign entities meeting the requirements set out below with demonstrated financial capability to submit written Expression of Interest (EOI) for the development of the subjected project.

Bidders could arrange to visit the site to conduct a site investigation / discussion and get more information for the EOI, however all relevant expenses shall be borne by the bidder.

 

Interpretation  

“Invitation for EOI” or “Invitation” whenever appearing herein shall refer to this document.

“Project” or “Property” whenever appearing in this document shall mean the Establishment of Fire Safety System at K.Funadhoo.

“EOI” whenever appearing in this document shall refer to any Expression of Interest submitted by a Bidder subsequent to this Invitation and in conformity with the Requirements herein.

 “Bidder” means any company submitting EOI subsequent to this Invitation.

Project overview

 

The proposed development is to establishment of industrial standard fire protection system for K.Funadhoo Fuel firm. Fuel firm contains 15 storage tanks for Diesel, Gasoline and Kerosene and the project is planned to be carried out without shutting down the terminal operation.

Key components of this project includes;

  • Tank Protection Foam System for
  • Spill Area (Dike) protection foam System
  • Tank Cooling Water System
  • Fire Water System (ring network fed by two pumps)
  • Fire Detection System
  • Civil works

 

Requirement

 

The Bidders must meet the following minimum requirements and must have the following capacity:

1.Financial Capability:

The EOI shall be assessed on the following for financial capability depending on the proposal submitted and other ventures of similar scope:

a)      Annual Audited Financial Reports of the recent four (4) financial years. The financial year would be the same as the one normally followed by the Bidder for its Annual Report.

b)      A bank reference letter written by an internationally recognized bank, vouching for the financial strength and credibility of the Bidder and access to its credit facilities.

 

 2. Experience:

a)      Experience of the bidder will be validated only by reference letter issued to the bidder by the respective client.

b)      Experience of the bidder will be measured with the similar nature of services completed within the last 05 (Five) years.

Project of similar in nature: Fire Safety and Protection project completed in oil and gas industry or oil storage terminal project with contract value over USD 500,000.00 (Five hundred thousand United States Dollar)

 

Submission

 

The EOI shall include the following submissions and declarations:

a)      Letter of EOI stating the bidders’ interest

b)      Bidder details: company’s business name, country of incorporation, registry number; address of the corporate headquarters and its branch office(s), date of incorporation and/or commencement of business, company’s Memorandum of Association and Article of Association. 

c)      Brief description of the Bidder; including details of its existing lines of business and its roles and responsibilities.

d)      Shareholder’s details. 

e)      Details of individual who will serve as the point of contact for STO from the side of the Bidder, including Name, Designation, Address, Telephone Number, E-Mail Address, Fax Number, and Power of Attorney from the Bidder.

f)       Board Resolution of the Bidder or other corporate authorization as relevant.

g)      Evidence of the documents referred to under the “Requirement” section.

h)      Proposed method statement for the execution of the project.

 

Evaluation Process 

  1. Preliminary evaluation is to assess whether the Bidder has Financial Capability and relevant experience to fulfill the requirements proposed by the Bidder.
  2. Selected parties shall be called for detailed discussions if clarifications or queries required.
  3. Parties shortlisted following detailed discussions will be sent Letters of Invitation, containing Requests for Proposal and information sheets, and asked to submit their Proposal.

 

Notices

  1. This Invitation for an EOI does not constitute a solicitation. STO reserves the right to change or cancel the requirement at any time during the EOI and/or Selective Tender Process. Thus, submitting a reply to this Invitation for an EOI does not automatically guarantee that the party will be considered for the Selective Tender Process. STO undertakes to maintain confidentiality and protect information contained in the bidding documents to be used for any other purpose other than for this Bid.
  2. Bidders may attend a site discussion to ensure understanding of the opportunity and the requirement of the Expression of Interest.
  3. The amount and currency of the bid security shall be USD 30,000 or MVR equivalent (on  submission of proposals) Bid Security Shall be an unconditional guarantee issued by a bank or financial institution (such as an insurance, bonding or surety company) or a cashier’s or certified check may be submitted by a local bidder.

 

Submission deadline

 

The deadline for receipt of Expression of Interest on or before 1400 hours on 15th March 2018 EOI’s received after this deadline will not be considered.  

All the proposals must be properly sealed and shall be submitted exclusively to STO either by recorded delivery (official postal service), hand delivered (including courier services) or Email to the following address:
