Request for Expressions of Interest

 

The government of the Republic of Maldives has received Aid for the Enhancing Education Development Project (EEDP), administered by the World Bank and to be implemented by the Ministry of Education (MoE). As part of this project, Ministry of Education seeks for interested eligible consultancy firms to submit their Expression of Interest (EOI), on or before 10th December, 13:00p.m., for the following position.

 

Training provider to conduct English Language Proficiency Program for teachers

 

Objective:

 

  1. The objective of this assignment is to conduct a tailor made in-service English Language Proficiency Program in blended mode for the existing teachers in Ministry of Education.

 

Scope of Services:

 

  1. The MoE wishes to upgrade the English Language qualification of the teachers while they are in service. In the aim of continuously improving the qualification of the teachers and to enhance the quality of the education in the Maldives, the Ministry of Education has, therefore, decided to design a nation-wide in-service English Language Development program. The aim of this training is to raise the standard of the teachers at least by one level from the level each teacher started with the target of obtaining minimum CEFR Level B2 (O’ Level).

 

  1. The role of the training provider is to work with Ministry of Education to conduct a tailor made in service training program that will ultimately upgrade the teacher competency standards. The trainings should assess and improve the four key skills of the teachers; Reading, Writing, Speaking and Listening.

 

  1. The program should be designed to assess the learners based on the levels established by the Common European Framework of Reference for Languages (CEFR).

  • The provider shall carry out an initial preliminary assessment to determine the English language standard of all the participants (500 teachers). Their standard shall be determined against English Language set as for Common European Framework of Reference for Languages (CEFR).

 

  • The provider shall deliver a 5 month English Language Proficiency program through online self-study and teacher led training in groups’ and one to one classes when necessary. (These shall be trainings to match the individual standards for teachers).

 

  •  To program should be conducted in blended learning approach, i.e. face to face components and virtual components. The training provider should provide a minimum of 9- 10 contact hours of training for each participant per week.

 

  • The provider shall submit progress reports fortnightly for each participants on their completion of identified.

 

  • At the end of the course, a CEFR standard international assessment shall be conducted for all the participants.

 

  • English Language Proficiency certificate shall be awarded to all the participants’ indicating the English Language Standard of each participant.

 

Key qualifications of the Training Provider;

6.  In order to successfully carry out the tasks listed above, the consultancy firm is required to have the following qualifications and experience:

a)      The program should be conducted by native English speaking teachers with TEFL qualification

b)     The teachers should have at least 2 years of experience in conducting blended training programs.

c)      The English Language Proficiency Program course conducted by the firm should be accredited by international bodies.

d)     Should be able to conduct the teaching/learning sessions in blended mode for the teachers while they are in their islands, giving one to one support.

e)      Proficiency in conducting virtual programs.

f)      Demonstrate successful completion of other such training programs

  

Duration of services and terms of payment

 

 7.  The service is for a period of five months. The training provider will be hired as a specialist/consultant under the project and will be in paid in accordance with an agreed rate per student.

 

Note: The interested parties should indicate their interest in providing the service and should provide the required information demonstrating that they have the required qualification and relevant experience to perform the services. The EOI’s need to be submitted along with the company profile, staffing and expertise available within the firm, validated supporting documents and company registry. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011). The Training provider will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
