INVITATION FOR BIDS   

1. The Republic of Maldives has received a loan and Istisna’a financing from the Islamic Development Bank and loan from OPEC Fund for International Development (OFID) and intends to apply portion of the financing for eligible payments toward the cost of Construction of Water Supply and Sewerage Facilities in the Island of Lh.Naifaru, and a Sewerage Facility in the Island of Th.Veymandoo.

2. Ministry of Finance and Treasury (MOFT) on behalf of the Ministry of Environment and Energy (MEE ), now invites sealed bids from eligible bidders for the Construction of Water Supply and Sewerage Facilities in the Island of Lh.Naifaru, and a Sewerage Facility in the Island of Th.Veymandoo.

3. The Works include Construction of sewerage networks, sewage treatment plants, Water supply distribution network and reverse osmosis water production facilities, storage tanks in the island of  Lh.Naifaru  and sewerage networks, sewage treatment plants, in the island of Th.Veymandoo, together with required ancillary facilities such administrative buildings etc.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing, May 2009, and is open to all bidders from Eligible Countries as defined in the Guidelines.

5. The Bidder shall be registered to submit a bid upon payment of a non-refundable Registration fee of MVR 1,500/- (Maldivian Rufiyaa One Thousand Five Hundred) or its equivalent in a freely-convertible currencyfrom10^th October 2016 to 1^st December 2016 between 0830hrs and 1330hrs on all working days. A complete set of bidding documents in electronic format shall be available for download from the Ministry of Finance and Treasury website www.finance.gov.mv

6. The Bidder shall furnish a bid security of USD 300,000.00 which shall be valid for 28 days beyond the validity of the Bid.

7. A pre-bid meeting will be held on 26^th October 2016 1300hrs Maldivian time at the Public Procurement Division Meeting Room of the Ministry of Finance and Treasury. Any clarifications to the project may be sent to the address in clause 9 of this invitation for bids on or before 1400hrs Maldivian Time on Sunday, 13^th November 2016.

8. Bids shall be valid for a period of 120 days from the date of bid opening and shall be delivered to the Ministry of Finance and Treasury at the address specified in Clause 8 of this Invitation for Bids, on or before 1100hrs Maldivian Time on 5^th December 2016, at which time they will be opened in the presence of the Bidders who wish to attend the bid opening. Late bids will be rejected.
