REQUEST FOR EXPRESSION OF INTEREST

Local Legal Consultant for Legal Drafting based on the Review of the Public Sector Finance Legal Framework of the Maldives

The Government of Republic of Maldives has received a credit from the International Development Association (IDA) towards the cost of the Maldives PFM Systems Strengthening Project (PSSP), and intends to apply part of the proceeds of this credit to payments under contract for the services of a Local Legal Consultant for Legal Drafting based on the Review of the Public Sector Finance Legal Framework of the Maldives.

The Ministry of Finance and Treasury, cancels the Invitation no. (IUL) 13-PMU/13/2016/136, due to insufficient Expression of Interests and now re-invite for Expression of Interest from eligible consultants.

The objective is to provide comprehensive bills of amendments to the existing laws and if required, new bills to cater the gaps, overlaps, inconsistencies, and other issues which had been addressed in the review of the international legal consultant.

A Local Legal Consultant for Legal Drafting must meet the following qualification requirements:

  • Minimum Bachelor of Laws (LLB);
  • Minimum 10 years of relevant experience required for carrying out the TOR’s tasks.  Experience must include (i) a legal background, (ii) experience in drafting laws and (iii) working on issues related to public financial management. Good writing skills in both English and Dhivehi language are necessary. 

The Ministry of Finance and Treasury, now invites interested eligible individuals to submit their Expressions of Interest (EoI). Interested Candidates must provide a CV including information that demonstrates that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.) and a proposed daily rate.

The individual will be selected based on the qualification and experience, in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits and grants by World Bank Borrowers, January 2011, revised July 2014.

The expected time frame of the consultancy is 90 days.
