 Maldives Public Financial Management Systems Strengthening Project

The Government of Republic of Maldives has received a credit from the International Development Association (IDA) towards the cost of the Maldives PFM Systems Strengthening Project (PSSP), and intends to apply part of the proceeds of this grant towards payments under the contract for a Management Implementation Support Consultant (MISC).

The Ministry of Finance and Treasury (the Employer), did not receive sufficient bids to the Request for Expression of Interest Ref (IUL)13-PMU/13/2015/95 and therefore wish to annul the referred selection process and re-invite expression of interest from eligible and qualified consultants for the Management Implementation Support Consultant (MISC)- Local.

The objective of the PSSP is to enhance budget credibility, transparency, and financial reporting of central government finances.

Management Implementation Support Consultant (MISC) must meet the following qualification requirements:

  • Minimum 10 years of experience in PFM including familiarity of public sector treasury, accounting and budgeting systems.
  • Possess a Bachelor’s degree or professional qualification in Accounting/Finance, Public Administration, Economics, and Business Administration or in a related field.
  • Project Management Experience: Overseen and/or implemented PFM projects – preferable
  • Experience in a policy advisory role to a Ministry of Finance – preferable  
  • Experience in implementing SAP systems in the public sector – preferable.

The Ministry of Finance and Treasury, now invites interested eligible individuals to submit their Expressions of Interest (EoI). Interested Candidates must provide a CV including information that demonstrates that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.)

The individual will be selected based on the qualification and experience, in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits and grants by World Bank Borrowers, January 2011, revised July 2014.

This is a 1 year contract (on a renewable basis, depending on funding, need and performance).
