Preparing Outer Islands for Sustainable Energy Development (POISED) Project

Request for Expressions of Interest

Technical Consultant - Local

The Government of the Republic of Maldives has received grant funds from Asian Development Bank, towards the cost of Preparing Outer Islands for Sustainable Energy Development (POISED) Project and intends to apply part of the proceeds of this grant to eligible payments under the contract for the services of National Technical Consultant for POISED for the Project Management Unit (PMU), established within the MEE.

The objective - STELCO and FENAKA will implement a phased road map in RE based electricity generation and energy efficiency improvements in the generation and distribution of electricity. An international consulting firm will be engaged to work closely with the Project Management Unit (PMU) established by Government of Maldives and including key personnel from the utilities and provide the necessary support to support the implementation of the projects. The National Technical Consultant will work closely with the PMU and the international consulting firm for planning, design, tendering and implementation of the program.

Key qualifications of the individuals who apply for the position are:

- Minimum Undergraduate Degree;

Degree in engineering with a strong focus on the energy sector would be an added advantage;

Training in related field will be an added advantage.

- Minimum 3 years of experience working in a related position;

Experience working in Government in related sector will be an added advantage.

- Should have experience in using engineering software in preparing single line diagram for the power systems of inhabited island. 

- Should be able to analyze the island power system, determine necessary improvements with respect to components or control technology with the objective of designing an efficient renewable energy, diesel and energy storage hybrid project. 

- Experience of working in donor-aided projects is desirable;

Knowledge and understanding of technical, commercial and legal aspects of ADB or World Bank - financed projects will be an added advantage.

- Must be result oriented and proactive. Ability to manage targeted indicators.

- Strong communication skills in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team.

In addition to the above the successful candidate must be willing to work for extended periods without direct supervision.

The Ministry of Environment and Energy now invites interested eligible individuals to submit their Expressions of Interest (EoI). Interested individuals must provide their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.) covering the Key Qualifications listed above.

A candidate will be selected in accordance with the procedures set out in the Asian Development Bank’s Guidelines.

Successful candidate will be paid an all inclusive monthly fee of MVR 30,000 to 38,550 depending on qualification and experience. The individual for this position will be hired, for a period of Twenty-four (24) months on fulltime basis and may be extended for a further period, based on need and performance.
