Consultancy Services to Formulate The Energy Act of Maldives
Request for Proposals
The Government of the Republic of Maldives represented by the Ministry of Environment and Energy (MEE) requires the services of a Consultancy Team to formulate the Energy Act of Maldives.
The main objective of the assignment is to formulate a comprehensive draft of the actual text of the new Energy Act of Maldives in Dhivehi and its translation in English. The Consultants will work in close collaboration and guidance of Ministry of Environment and Energy (MEE).
The consultancy team(s) are required to be consisting of at least two members with the following experiences and qualifications;
1. Legal Expert
a) Must have a Bachelor’s degree in law
b) Must have minimum 5 years work experience in the legal practice or formulation of legal frameworks
2. Energy Expert
c) Must have a Bachelor’s degree or equivalent in energy or relevant field.
d) Must have minimum 3 years experience in the energy or relevant field.
3. Desired experience and expectation from the consultancy team
e) Previous experience in development of local legal frameworks, regulations, etc, for public sector institutions
f) Experience in preparation of energy sector regulation or equivalent preparation.
g) All members must have the ability to work well in a team
h) All members must have fluency in English written and oral communications
i) It is a requirement to have at least one qualified Maldivian on the technical team
Any additional experts in legal/energy field in the proposed team will be an added advantage
The assignment is to be completed within three (3) calendar months following the signing of the contract for Consultancy Services.
The Ministry of Environment and Energy now invites interested eligible Consultancy Groups to submit their proposals, including:
- Technical proposal stating the approach and methodology to be taken for the work specified in this TOR.
- Summary of similar assignments (experiences) performed in the past with reference letters
- Financial proposal for entire consultancy.
- Curriculum Vitae of the consultant(s).
- Attested copies of the academic certificates.
- Copy of National Identity Card
The Proposal should have a validity of at least 90 days period.

Proposals should be addressed to Ministry of Environment and Energy at the address below. All submissions will be opened at the Ministry of Environment and Energy at 1100 hours on 13th April 2016 in the presence of representative of the bidders.

Proposals must be in a sealed envelope indicating “Expression of Interest”, the subject of this works, name of the bidder, date of submission and time as indicated.
