ވަޒީފާގެ ފުރުޞަތު:

ޔޫ.އެން.ޑީ.ޕީގެ އެހީގެ ދަށުން ކުރިއަށް އޮތް 2 އަހަރުދުވަހަށް "ސްކޭލިން އަޕް ދަ ނެޝަނަލް ކެޕޭސިޓީ ފޮރ ޑިޒާސްޓަރ ރިސްކް ރިޑަކްޝަން އެންޑް މެނޭޖްމަންޓް އިން ދަ މޯލްޑިވްސް" މިނަމުގައި މަޝްރޫޢެއް މިސެންޓަރުން ހިންގުމަށް ވަނީ ހަމަޖެހިފައެވެ. މިޕްރޮޖެކްޓްގެ މަސައްކަތްތައް ހިންގުމަށްޓަކައި ކޮންޓްރެކްޓް އުސޫލުން ޕްރޮޖެކްޓް މެނޭޖަރެއްގެ ޚިދުމަތް ހޯދުމަށްވަނީ ހަމަޖެހިފައެވެ. މި ކޮންޓްރެކްޓަކީ އެއް (1) އަހަރު ދުވަހުގެ މުއްދަތަށް ހެދޭނެ ކޮންޓްރެކްޓެކެވެ. އަދި މަސައްކަތުގެ ފެންވަރަށް ބެލުމަށްފަހު ކޮންޓްރެކްޓް އާކުރުމުގެ ފުރުޞަތު އޮންނާނެއެވެ.

ޕްރޮޖެކްޓް މެނޭޖަރުގެ މައިގަނޑު މަސްއޫލިއްޔަތުތަކަކީ:

  • ދުވަހުން ދުވަހަށް ޕްރޮޖެކްޓް ހިންގުމަށްޓަކައި ނިންމަންޖެހޭ ނިންމުންތައް ނިންމައި ރާވައި ހިންގުން
  • ޕްރޮޖެކްޓް ޑޮކިއުމަންޓްގައި ބަޔާންކޮށްފައިވާ ލަނޑުދަނޑިތައް ޕްރޮޖެކްޓް ރިޒަލްސްޓްސް ފްރޭމްވާރކްގައި ބަޔާންކޮށްފައިވާ ފެންވަރުގަޔާއި މުއްދަތުގައި ހާސިލުކުރުން
  • ޕްރޮޖެކްޓްގެ ފައިސާއާބެހޭ ހުރިހާ ކަންތައްތަކެއް ދެފުށް ފެންނަ ގޮތެއްގައި ޒިންމާދާރު ކަމާއެކު ބެލެހެއްޓުން
  • ކާރިސާތަކުން ލިބޭ ގެއްލުން ކުޑަކުރުމާއި ކާރިސާއާބެހޭ ކަންކަން ބެލެހެއްޓުމަށް ބާރުއަޅައި ހޭލުންތެރިކަން އިތުރުކޮށް އަދި ފުރުޞަތު ލިބުނު މިންވަރަކުން މޫސުމީ ބަދަލަށް ހޭނުމާއި އެހެނިހެން ތިމާވެށްޓާ ގުޅުންހުރި މައްސަލަތަކާއި ކާރިސާތަކުން ލިބޭ ގެއްލުން ކުޑަކުރުމުގެ މަސައްކަތްތަކާ އޮތް ގުޅުން ކުރިއެރުވުން
  • އުންޑާފްގެ ދަށުން ކުރިއަށް އޮތް ދެއަހަރު ދުވަހު ތަންފީޒުކުރުމަށް އެކުލަވާލާފައިވާ ވާރކްޕްލޭން ތަންފީޒުކުރުމަށް ބޭނުންވާ އެހީތެރިކަން ފޯރުކޮށްދިނުން.
  • ސަރުކާރުގެ އެހެން އޮފީސްތަކާއި، އިދާރާތަކާއި، ޔޫ.އެން.ޑީ.ޕީ އަދި އެހެން ޔޫ.އެން ޖަމްޢިއްޔާތަކާއި ސިވިލް ސޮސައިޓީ އަދި ޕްރައިވެޓް ސެކްޓަރާއެކު ގުޅުން ބަދަހިކުރުން

މި ވަޒީފާގެ ޓާމްސް އޮފް ރިފަރެންސް މި އިޢުލާނާއެކު އެޓޭޗްކުރެވިފައިވާނެއެވެ. އަދި މިވަޒީފާއާ ގުޅުންހުރި އިތުރު މަޢުލޫމާތު ބޭނުންފުޅުވާނަމަ މިސެންޓަރުގެ 3333425 އަށް ގުޅުއްވުން އެދެމެވެ.

މަސައްކަތަށް ޤާބިލު ފަރާތެއް ހޮވާނީ މިސެންޓަރާއި ޔޫ.އެން.ޑީ.ޕީގެ ބޭފުޅުން ހިމެނޭ ޕެނަލަކުން އިންޓަރވިއު މަރުޙަލާއަކަށް ފަހުގައެވެ.

މިމަސައްކަތުގެ މުސާރައަކީ -/22،500 ދިވެހިރުފިޔާއެވެ.

މިވަޒީފާއަށް ކުރިމަތިލެއްވުމަށް ބޭނުންފުޅުވާ ބޭފުޅުން އެބޭފުޅެއްގެ ވަނަވަރާއި އަދި ވަޒީފާއަށް ޝައުޤުވެރިވާކަމުގެ ލިޔުން 17 މާރިޗު 2016 ވަނަ ދުވަހުގެ 13:30 ގެ ކުރިން މެއިލް، އީމެއިލް ނުވަތަ ފެކްސް މެދުވެރިކޮށް ތިރީގައިވާ އެޑްރެހަށް ފޮނުއްވުން އެދެމެވެ.

Scaling up the National Capacity for Disaster Risk Reduction and Management in the Maldives

Terms of Reference for Project Manager

Background

The Scaling up the National Capacity for Disaster Risk Reduction and Management Project aims to increase disaster management capacities, especially at the island level. It’s geared towards supporting the Government of Maldives to strengthen its DRRM capacity, scale up its achievements and success and ensure continuity of the current initiatives. The project would broadly support the government of the Maldives in the following areas;

  • Enhancement of island level capacity for disaster response
  • Strengthening early warning systems and disaster management advocacy
  • Improve capacity of stakeholders through NDMC to report progress according to the Sendai Framework for DRR

Overall responsibilities

The Project Manager is a full time project funded staff member who has the authority to run the project on behalf of the Project Board within the constraints laid down by the Board. The Project Manager is responsible for day-to-day management and decision-making for the project. The Project Manager’s prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost as indicated in the results framework.  S/he will be responsible for financial management and disbursements, with accountability to the government and UNDP. In carrying out her/his responsibilities, s/he will advocate and promote the work of disaster risk reduction and management, and whenever relevant linking it to climate change adaptation and other environmental issues in Maldives.  The manager is expected to closely work and network with the relevant government agencies, UNDP, the National Disaster Management Platform, the private sector, NGOs, and civil society organizations.

Specific responsibilities would include:

Overall project management:

  • Manage the realization of project outputs through activities;
  • Provide direction and guidance to project team(s)/ responsible party (ies);
  • Liaise with the Project Board and Project Assurance on the overall direction and integrity of the project;
  • Identify and obtain any support and advice required for the management, planning and control of the project;
  • Responsible for project administration;
  • Liaise with any suppliers;
  • May also perform Team Manager and Project Support roles;

Running a project

  • Plan the activities of the project and monitor progress against the initial quality criteria.
  • Mobilize goods and services to initiate activities, including drafting TORs and work specifications;
  • Monitor events as determined in the Monitoring & Evaluation Plan, and update the plan as required;
  • Manage requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures);
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
  • Manage and monitor the project risks as initially identified in the Project Brief appraised by the LPAC, submit new risks to the Project Board for consideration and decision on possible actions if required; update the status of these risks by maintaining the Project Risks Log;
  • Be responsible for managing issues and requests for change by maintaining an Issues Log;
  • Link up project activities with related and parallel activities both within NDMC and with external partner agencies and organisations;
  • Ensure donor visibility on all products from the project;
  • Prepare the Project Quarterly Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to the Project Board and Project Assurance;
  • Prepare the Annual Review Report, and submit the report to the Project Board and the Outcome Board;
  • Based on the review, prepare the AWP for the following year, as well as Quarterly Plans if required.

Closing the Project

  • Prepare Final Project Review Reports to be submitted to the Project Board and the Outcome Board;
  • Identify follow-on actions and submit them for consideration to the Project Board;
  • Lead the crafting of a sustainability strategy or roadmap before the closure of the project;
  • Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
  • Prepare final CDR/FACE for signature by UNDP and the Implementing Partner.

Qualifications and experience

Education:

  • A minimum of a bachelor’s degree in disaster management, sustainable development, development studies, development economics, relevant natural or social sciences.

Experience:

  • A minimum of three (3) years of progressively responsible experience in the area of disaster risk reduction and management;
  • Sound understanding of DRRM issues at the policy level in the Maldivian context is a must;
  • Excellent project management skills and knowledge of donor policies and UNDP funding modalities;  
  • Experience in facilitating stakeholder involvement and working with teams in a politically sensitive environment;
  • Proven familiarity with local community participatory processes and approaches;
  • Experience in government and UN led DRRM initiatives is essential;
  • Experience working with island communities and development partners in the Maldives is an assert.

Requirements:

  • The candidate must be fluent in Dhivehi and English, spoken and written;
  • The candidate should have the ability and willingness to travel within and outside the Maldives.

Facilities provided by the client

The Client shall make available to the Consultant for the purposes of the Services and free of any charge, the required Office space and office facilities throughout the duration of the contract period.

Reporting

The Project Manager will be stationed and report directly to the Project Director with regular reporting to UNDP Assistant Resident Representative.

Report and advise the Project Director/Advisor and/or Project in charge on behalf of the Client, on all aspects of Project Management throughout the duration of the contract.

The consultant is expected to report for work at 0800 hours on week days other than public holidays and provide services to the client for an average of 40 hours a week. Consultant may have to work extra hours in order to complete the tasks assigned to him without any extra payments as such hours have been considered in the Remuneration clause.

The Consultant shall ensure that all the required reports for the project are prepared on time in accordance with the requirements of Client and the UNDP Maldives

Remuneration

The selected candidate shall be offered a monthly all inclusive remuneration of 22,500 Maldivian Rufiyya.

Contract Duration

The successful candidate must be available to commence the position in April 2016 on a full time basis. The estimated contract duration will be for 1 year
