Services of a Consultant to undertake a Strategic Options Analysis, Develop an Economic Feasibility Study and Prepare Detailed Designs for Establishing a Regional Waste Management System in the South Region

The Government of the Republic of Maldives has received grant funds from multi-donor Climate Change Trust Fund, administered by the World Bank, towards the cost of Climate Change Adaptation Project (CCAP), and it intends to apply part of the proceeds of this grant to eligible payments under the contract for Strategic Options Analysis, Develop an Economic Feasibility Study and Prepare Detailed Designs for Establishing a Regional Waste Management System in the South Region.

The three main objectives of this assignment are to: (1) Review and assess existing studies carried out for the improvement of solid waste management in the study area and undertake an Options Analysis for all available options, in light of existing legal, regulatory, and organizational frameworks for proper SWM within the study area; (2) Undertake an economic feasibility for the improvement of collection, transport/transfer, recycling, disposal and resource recovery of solid waste, in the study area based on the most cost-effective and environmentally appropriate technology option identified under Strategic Options Analysis phase of this study; and (3) Develop detailed engineering designs for the establishment of the Regional Waste Management Facility based on the outcomes of the Options Analysis and Economic Feasibility.

Although the prime study area will be Addu City and Fuvahmulah, South Huvadhoo Atoll (Gaafu Dhaalu Atoll) should also be considered for the purpose of this consultancy, in order to achieve economies of scale for managing a sustainable solid waste management system.

The Ministry of Environment and Energy now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) experience in carrying out Options Analysis and Feasibility Studies; (ii) experience of working on designing or establishing Regional Waste Management Facilities in a developing country; and (iii) experience in Maldives will be an added advantage. 

The attention of interested firms is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, setting forth the World Bank’s policy on conflict of interest.

Firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A firm will be selected in accordance with the QCBS selection method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011.
