Project Completion Evaluation Report for Government of Maldives

The Government of the Republic of Maldives received a credit/grant from the International Development Association (IDA) towards the cost of the Maldives Environmental Management Project (MEMP), and intends to use part of this credit/grant to payments under the contract for the Services of Project Implementation Completion Evaluation Report (ICR) for Government of Maldives.

The objective of the study is to evaluate the overall project design and implementation status and process thereof. The study is expected to assess the clarity and feasibility of project objectives and the extent to which the project components and activities have achieved the project development objectives. This shall include a review of the current design and implementation arrangements, the assumptions upon which they were based, and in addition, an evaluation of any possible alternative design options, should those assumptions have changed. The study shall undertake a detailed analysis of the organizational structure and operational processes adopted by the project management unit in its implementation during the project period mainly with a view to gain insights on the quality of its implementation process and to establish the extent to which it has adhered to expected norms and standards, pinpoint specific problems hindering progress and to identify corrective measures required to make the project more productive and sustainable.

The Ministry of Environment and Energy now invites interested eligible firms to submit their Expressions of Interest (EoI) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) The firm should have relevant operational experience and qualifications to undertake the impact assessment and prepare a comprehensive report based on the assessment; (ii) The firm should be experienced in data analysis, both quantitative and qualitative, experience in PRA techniques and conducting beneficiary surveys.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the CQS method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011.
