Development of Training Modules, Materials and Field Training; Coral Monitoring Framework

The Government of the Republic of Maldives has received grant funds from multi-donor Climate Change Trust Fund, administered by the World Bank, towards the cost of Climate Change Adaptation Project (CCAP) and intends to apply part of the proceeds of this grant to payments under the contract for Development of Training Modules, Materials and Field Training; Coral Monitoring Framework.

The National Coral Reef Monitoring Framework comprise a set of monitoring sites, a set of data collection protocols and a web enabled database that will allow users to enter, maintain and use secure sets of their monitoring data. The main objectives of this assignment are, in the context of applying National Coral Reef Monitoring Framework to:-

  • Prepare training materials for monitoring site selection, data collection, data entry, data verification and data use using the web-enabled CoralDatabase online at https://coraldatabase.gov.mv;
  • Select monitoring sites and undertake baseline monitoring for all the participating resorts/dive centers (minimum 10 resorts/dive centers);  
  • Train relevant staff from at least 10 resorts and dive operators in Male’ Atoll and Southern Maldives, PAMU staff in Addu and staff nominated by relevant government agencies to monitor using the training materials to be developed under the assignment;
  • Provide support and guidance to staff from selected resorts/dive centers, PAMU staff in Addu and staff nominated by relevant government agencies on monitoring under the CoralDatabase supported national coral reef monitoring framework including site selection, site marking, data collection, data processing and use of data in support of management;
  • Help ensure that “CoralDatabase includes one post-baseline dataset from 5 existing partners; and, the baseline and one post-baseline dataset from at least 5 new partners” as required under the results framework for CCAP;
  • Provide inputs to the “policy briefs” related activities under Component 2.

The Ministry of Environment and Energy now invites eligible individuals to indicate their interest in providing the Services. Interested individuals must provide their CV with information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) Minimum Bachelor’s degree in a related field; such as marine biology, environmental science, marine conservation…etc.; (ii) 10 to 15 years of experience in a related field (environmental consultancy, conservation…etc.; (iii) Certified Diver (PADI/SSI). 

The attention of interested individuals is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, setting forth the World Bank’s policy on conflict of interest.

An individual will be selected based on qualification and experience in accordance with World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011.
