Project Coordinator (Local) – Maldives Public Financial Management Systems Strengthening Project

The Government of Maldives (GoM) has received credit from the International Development Association (IDA) towards the cost of the Maldives PFM Systems Strengthening Project (PSSP), and intends to apply part of the proceeds of this credit to payments under the contract for a Project Coordinator (Local) for the Project implemented by the Ministry of Finance and Treasury (MoFT).

The Ministry of Finance and Treasury wishes to contract a Project Coordinator (Local) who will assist the Project Director and the Management Implementation Support Consultant (MISC) for the overall day to day management and coordination of the project. The Project Coordinator is expected to report to the PFM Working Committee headed by the Project Director. The Project Coordinator will be required to assist the MISC, the Project Director and members of the PFM Working Committee to coordinate with the technical teams assigned to implement the subcomponents. A focal point has been assigned to implement the various subcomponents within MoFT.  The Project Coordinator will also closely liaise with the project task team from the World Bank.

The Candidate should possess the following qualifications and experience:

  • Graduate Qualification in Project Management, Business Administration, Management or suitable equivalency.
  • Five (5) years general experience in any area of Public Financial Management. Experience in a PFM project is preferable.
  • Knowledge and experience in national and/or international procurement processes and familiarity with the Public Finance Law (2006) and Public Finance Regulations (2009) will be an added advantage.
  • Proficient in using software applications such as MS Project, MS Word, MS Excel, MS PowerPoint.
  • Strong leadership, management, and communication skills in presenting, discussing, and resolving difficult issues and have the ability to work efficiently and effectively with a multi-disciplinary team.
  • Good written and oral English communication skills.
  • Experience in working with the MoFT is preferred.

Successful candidate will be paid an all-inclusive monthly fee by the project in the range of USD 1,500 – USD 2,200 equivalent in Maldivian Rufiyaa, depending on qualification and experience.

The services are required from November 1, 2015 to July 31, 2019 contracted annually (on renewable basis), based on performance, need, and funding.

The Ministry of Finance and Treasury now invites interested eligible individual consultants to submit their Expression of Interest (EoI). Interested candidates must provide a CV, including information that demonstrates their qualification to perform the services (description of similar assignments and experience in similar conditions, familiarity with appropriate skills, references etc).

The individual will be selected based on the qualification and experience, in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits and grants by World Bank Borrowers, January 2011, revised July 2014.
