Technical Assistance to support in Review and Finalization of Water and Sewerage Act
Request for Proposals
The Government of the Republic of Maldives represented by the Ministry of Environment and Energy (MEE) requires the services of a National Consultant to provide Technical Assistance to support in Review and Finalization of Water and Sewerage Act. The EOI requested by Ministry’s Advertisement No. (IUL)438-PDU/1/2015/95 dated 6th August 2015 has been cancelled due to insufficient interests, thus Ministry re-invites interested parties to conduct this assignment.
The objective of this assignment is to review and finalize the existing draft document after relevant literature review and stakeholder consultations and meetings.
To be eligible for the position the individual is expected to demonstrate the following:
a) Minimum LLB or higher will be an added advantage
b) Minimum 07 years of work experience in the relevant area.
c) Sound Understanding and Experience in drafting Legislative Acts, Legal Analysis and Assessment
d) Sound knowledge and understanding of national legislative system.
Should have strong leadership, management and communication skills in presenting, discussing and resolving difficult issues and have ability to work efficiently and effectively with a multidisciplinary team.
In addition, the individual’s reputation of integrity and impartiality routed in independent from third parties shall be considered.
The duration of the assignment shall be of 60 days from the commencement of the works.
The Ministry of Environment and Energy now invites interested eligible individual consultants to submit their CV, including information that demonstrates their qualification to perform the services (description of similar assignments and experience in similar conditions, familiarity with appropriate skills, reference etc). A Price Proposal indicating the breakdown of all costs associated to the assignment. The proposal should have a validity of at least 90 days period.

EOI should be submitted to the Ministry of Environment and Energy address below. All submissions will be opened at the Ministry of Environment and Energy at 1400 hours on 8th September 2015 in the presence of representative of the bidders.
