Supply, Installation and Commissioning of Advanced Metering Infrastructure (AMI)

State Electric Company Limited (STELCO) requests sealed bids from interested and eligible parties for the above captioned tender.

A complete set of Bidding Documents may be purchased by interested and eligible Bidders upon payment of a non-refundable fee of USD 100.00 (United States Dollar One Hundred) in cash or telegraphic transfer directly to our head office. Documents shall be issued according to the below table.

Key Dates: -

• Only Bidders who purchase the Bidding document can participate and thus the document is non-transferable.

Financial Arrangements:

• Contractor-Financed Project: This is a contractor-financed project. Eligible bidders must be prepared to finance the project under the terms specified by STELCO.

Eligibility Requirements:

• Original Equipment Manufacturers (OEMs): Only OEMs with proven experience in deploying smart metering systems are eligible to participate in this tender. Joint ventures (JVs) or partnerships are not eligible.
• Experience & References:  The bidder must have completed at least 3 AMI deployments. STELCO reserves the right to request references from the contractor’s previous clients and to require demonstrations of past deployments to evaluate the contractor's capability and the system's performance.
• Technical Requirement & Proof of Concept (PoC):  Only the bidders who meet all the technical requirements and successfully complete the PoC within a given time frame will be eligible for the financial evaluation.

The Bid Validity shall be minimum Sixty (60) days from the date of Bid opening. All Bids shall be accompanied with a Bid Security of USD 10,000.00 (United States Dollar Ten Thousand) which is valid for Thirty (30) days beyond the validity of the bid. The Performance Security shall be 15% of the Bid Price. Bid Security and Performance Security shall be a bank guarantee letter (as per the format in the bid document), bank draft or an insurance policy.

A pre-bid meeting shall be held on Wednesday, 18^th September 2024 at 11:00hrs local time at STELCO Head Office, 2^nd Floor meeting room.

All Bids shall reach STELCO head office on or before Wednesday, 25^th September 2024, at 11:00hrs.

The Bids shall be submitted in sealed envelope and addressed as follows:

• STELCO shall not be liable for the misplacement or premature opening for the unlabeled proposals.

Bids shall be opened on Wednesday, 25^th September 2024, 11:00hrs, at STELCO Head Office, 2^nd Floor meeting room, in the presence of those Bidders or Bidder’s representatives who wish to attend the session.

It is in STELCO’s discretion to reject/cancel any bid which does not fulfil or comply the above terms, at any time during the bid evaluation process. Also, it is in STELCO’s discretion to cancel this invitation to bid at any time.
