Supply & Implementation of Customer Relationship Management System
State Electric Company Ltd (STELCO) wishes to re-tender the Supply & Implementation of Customer Relationship Management System dated 13.04.2015 due to the less response received. Interested and eligible parties may submit sealed quotations for this tender. This request for Quotation is open for both local and international bidders.
- A pre-bid meeting shall be held on Wednesday, 29th April 2015 at 13:00 hrs, local time at STELCO Head Office, 2nd Floor meeting room. Relevant information regarding this tender shall be provided on request via e-mail. It shall also be available to download on the link below.

- Quotation Evaluation Criteria for technically approved bids:
Quotation evaluation shall be divided into two stages, Evaluation stage 1 and Evaluation stage 2.
Stage 1
Price:
60 pts - (Minimum Quoted Price) / (Quoted Price) x 60
Duration:
10 pts - [(Shortest delivery period) / (Quoted delivery period) x 10].
Project Team/off-the-shelf software:
25 pts - (Based on Team Members’ academic qualifications and work experience / based on features relevant for this RFP)
Experience:
05 pts - (Shall submit reference letters of previous supplies for similar work).
Stage 2
The bidders shall be shortlisted and only the top 3 scorers from Bid Evaluation Stage 1 will continue on stage 2.
- If it is off-the-shelf, the selected bidder shall demonstrate their proposed software and explain how it can be customized to meet our requirements. This demonstration shall be focused on the functional and non-functional requirements described on the RFP.
- Bidders who propose to develop the software from scratch shall be undergoing an interview process. This interview shall be focused on the capability of the team members based on the following:
- System Analyst
- System UI and Graphic Designer
- Programmer
- Project Manager (Experience in software development projects)
- After the Bid Evaluation Stage a contractor shall be selected based on the following:
Bid Evaluation Stage 1: 80%
Bid Evaluation Stage 2: 20%
Quotation validity: Quotation validity shall be minimum 45 days from the date of quotation opening.
The quotations shall be submitted in sealed envelope and addressed as follows:

All sealed quotations shall reach STELCO head office on or before Thursday, 07th May 2015, 13:00 hrs. Any quotation(s) received after this deadline shall be disqualified.
STELCO shall not be liable for the misplacement or premature opening for the unlabeled sealed quotations.
Quotation Opening:
Quotation shall be opened on Thursday, 07th May 2015, 13:00 hrs, in STELCO Head Office / 2ndfloor meeting room, in the presence of those parties or their representatives who wish to attend the session.
Important Note: It is in STELCO’s discretion to reject/cancel any quotation which does not fulfil or comply the above terms, at anytime during the quotation evaluation process. Also it is in STELCO’s discretion to cancel this request for quotation at anytime.
In a state under 8:01 of “Maaliayathu Gavaidhu -8:01- point 7”, bidder shall submit all the relevant documents mentioned in the clause “8:01 – point 7 with the bid document.
