INVITATION FOR TENDER
HIRING A PARTY TO DEVELOP STO WEBSITE & CONTENT MANAGEMENT SYSTEM
State Trading Organization Plc. (STO) is pleased to offer the opportunity to submit proposals to develop a fully responsive corporate website based on excellent UI/UX design execution for high usability and appeal, and a design system aligned with the corporate brand language.
1. The Eligible Tenderers are limited to;
1.1 Parties who have developed a successful customer service focused web application for a Maldivian client. The web application should be specifically targeted for Maldivian residents and currently serving a base of 10,000 or more active users and serving over 100 unique visitors per day on average. The website should feature:
1.1.1 Cross platform and responsive web design
1.1.2 Design for usability and search engine optimization
1.1.3 Design for performance and security
1.1.4 User dashboard and roles management
1.1.5 Content and document management
1.1.6 Analytics and reporting
1.2 Both local and foreign parties can participate in this tender, as well as local parties have the option of partnering with a foreign web development firm to partake in the tender.
2. Eligibility of the proponent will be validated by:
2.1 Reference letter/completion certificates or any documentation in the name of the Companies/Government Entities/Institutions/Commission etc. (any legal or government entity) for website development successfully completed which fits the above-mentioned eligibility criteria.
2.2 Web analytics
- To assist in the assessment and eligibility of the bidder, STO may, at STO’s discretion, ask any proponent to submit any documents (including and not limited to some mandatory documents) for clarification and verification.
3. Required documents for registration.
- Reference letter/completion certificate
- Client stamped document of web analytics.
- Company certificates
- Company shareholder ID cards
- If local party is partnering with a foreign party, proof of the partnership.
4. Tendering Process.

Registration and Bid Document: |
Tenderers can register via email to [email protected] along with the company certificate and documents required to verify the eligibility criteria.
Deadline for Registration is 28th February 2024, 1100hrs.
ONLY Eligible Tenderers can participate in the tender.
A complete set of Bidding Document in English shall be sent via email on 3rd March 2024, only to the parties who have successfully registered and are eligible under the tender.
