1. The Government of the Republic of Maldives is implementing Accelerating Sustainable Private Investment in Renewable Energy (ASPIRE) Project with the support of Scaling Up Renewable Energy Program (SREP) under the multi-donor Strategic Climate Fund, administered by the World Bank, with the objective of scaling up Solar Photovoltaic generation in the Maldives through a public-private partnership (PPP) approach by providing private investors the comfort of Government of Maldives support, backed by World Bank and invites investors for the Design, Build, Finance, Own, Operate, and Transfer of Grid-tied Solar Photovoltaic System in the Greater Male’ Region.
2. The Ministry of Finance and Treasury, on behalf of Ministry of Environment and Energy (the Employer), invites separate bids from eligible and qualified bidders to the Design, Build, Finance, Own, Operate, and Transfer of Grid-tied Solar Photovoltaic System in the Greater Male’ Region.

3. Bidding will be conducted through International Competitive Bidding (ICB) procedures consistent with article 3.18 of the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
4. Qualifications requirements are stated in the Bidding Document.
5. A complete set of the Bidding Documents in electronic format may be obtained from Tender Evaluation Section of Ministry of Finance and Treasury, from12th April 2015 to 31st May 2015 between 0830 hours and 1430 hours on all working days, upon payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand Five Hundred) or USD 100.00 (One Hundred United States Dollars).

7. A pre-bid meeting will be held on 04th May 2015 at 1400 hours Maldivian time at the Ministry of Finance and Treasury.
8. The Bidder shall furnish a bid security of USD 150,000.00 (One Hundred and Fifty Thousand) for LOT 1: Installation of Solar PV in Malé and USD 100,000.00 (One Hundred Thousand) for LOT 2: Installation of Solar PV in Hulhumale’, which shall be valid for 148 days from the date of bid opening.
9. Bids shall be valid for a period of 120 days from the date of bid opening and shall be delivered to the Ministry of Finance and Treasury at the address specified above in Clause 6 of this Invitation for Bids, on or before 1400 hours Maldivian time on 01st June 2015, at which time they will be opened in the presence of the Bidders who wish to attend the bid opening. Late bids will be rejected.
