REQUEST FOR EXPRESSIONS OF INTEREST – FINANCIAL AUDIT

Republic of Maldives, has received financing from the Islamic Development Bank toward the cost of The Greater Male’ Waste Management Improvement and Waste to Energy Project, and intends to apply part of the proceeds for consultant services. 

 

The services include consultants to carry out audits in accordance with Generally Accepted Auditing Standards (GAAS) such as the International Standards on Auditing (IAS) issued by the International Federation of Accountants (IFCA) or the Audit Standards issued by the International Organization of Supreme Audit Institutions (INTOSAI), having regard to relevant financing agreements and Islamic Development Bank’s particular requirements and will include such tests and controls as the auditor considers necessary under the circumstances for the project duration (21st March 2021 to 30th September 2025).

The Ministry of Environment, Climate Change and Technology now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

 

The shortlisting criteria are:

 

a)      The firm should have been established for minimum 7 years and should have atleast 5 years’ experience in Audit of government projects.

b)      The firm should have experience conducting audits in donor funded projects (minimum 2 years in conducting similar assignments)

c)      Auditor shall have performed at least one similar assignment related to international banks or government entity

d)      The Firm should be licensed auditor by the respective Maldivian authority.

 

Key Experts will not be evaluated at the shortlisting stage

 

The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest. 

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A consultant will be selected in accordance with the Least-Cost-Selection method set out in the Procurement Guidelines.
