Request for Expression of Interest (EOI)

This notice is placed by Secretariat of Baa Eydhafushi Council in seeking a qualified and experienced contractor for the provision of proper waste management service at Baa Eydhafushi waste management center. To give an equal opportunity for all the interested parties, Council invites proponents to submit EOIs for the service.

Title of the EOI

Provision of Waste management services at Baa Eydhafushi waste management center with the below detailed descriptions in mind, for an initial period of 1 year. The EOI shall be submitted via e mail with the subject EOI for the WASTE MANAGEMENT SERVICES AT BAA EYDHAFUSHI WASTE MANAGEMENT CENTER or to the address given below, on or before 14:00 hrs. of 2^nd August 2023

Scope of work

The Secretariat of Eydhafushi Council has been interested in adopting a sustainable operating process for proper waste management in Baa Eydhafushi. The successful contractor shall provide all equipment, tools materials, and other resources to plan, prepare and execute the services that are required for the sustainable waste management at Baa Eydhafushi Waste Management Center.

A brief detail of physical characteristics of waste currently collected are below

The Waste Management Services shall include a minimum of the following:

• Provision of Compactor and associated consumables (strapping and clips) for the councils use in waste management operations
• Installation of Compactor in the island waste management center.
• Weighing of wastes and booked in a datasheet.
• Be open for any time visit, internal and external audit, and reporting. Eydhafushi Council intends to enter a contract for an initial of 2 years period with the option to extend at the discretion of Eydhafushi Council, subject to satisfactory performance by the contractor.

Note: Collection of waste from all points of the island would be undertaken by the Eydhafushi Council staff.

• If you are interested and capable to provide these services, please send your expression of interest with the following documents;
• Cover letter expressing interest to participate in the form and manner as prescribed hereunder as Annexure 1;
• Details of applicants in the form and manner as prescribed hereunder as Annexure 2&3;
• Your company’s documents (if you are a company) – Business License, Business Registration, TIN certification and Memorandum of Association
• Copies of client recommendations or references with their contact details. These are clients for whom you have provided such services in the past

General Information

• All parties interested in carrying out investments are required to submit the application form along with other required documents.
• Council has right to reject any incomplete application form, hence council strongly recommends applicants to fill in all the information and attach all the required details as per as checklist
• All the financial figures including financial statements must be in Maldivian Rufiyaa (MVR)
• In case Council receives more than one proposal, Council would proceed with the EOI that best suits the Council's vision, strategic objectives and masterplan.
• In evaluating the EOIs, proposed business model, experience of operator and developer/contractor, proposed team, financial stability, capability and CSR will be considered
• Council reserves the right to accept or reject any proposal, and to annul the EOI process and reject all proposals at any given time prior to framework agreement signing, without thereby incurring any liability to proponents. The duly completed document set should be submitter as per the prescribed expression of Interest (EO) Application Form attached with this announcement.
• The applicant should bear all costs associated with the preparation and submission of the EOI application form.
