1. The Government of Maldives has received financing from the World Bank toward the cost of the Maldives Urban Development and Resilient Project (163957), and intends to apply part of the proceeds for consulting services.

2. The consulting services (“the Services”) is to develop and detail out Regional Development Plans in line with the NSP, Island Development Plans, Atoll Development Plans and any sectoral plans, policies and documents. The consultancy shall conduct capacity building activities for local and central government. Also support the technical assistance activities under MNHPI’s regional development vision. Completion period is 12.25 months after the contract signing date.

3. The Ministry of Finance on behalf of Ministry National Planning, Housing and Infrastructure (MNPHI) wishes to invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i)A minimum of 8 year general experience in related field, (ii)A minimum of 5 year particular experience Urban design/ planning and preparing urban Master plans or similar work (iii) Experience in working in small islands. (v)Experience in Capacity Building. (vi) Experience in working in small islands. Availability of key Experts. Key Experts will not be evaluated at the shortlisting stage. However, Firms are required to clearly state the proposed position for each Key expert proposed.

4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the, World Bank Procurement Regulations for the IPF Borrowers-Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016 Revised November 2017 and August 2018. (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

5. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

6. A Consultant will be selected in accordance with the Quality and Cost-based Selection. (QCBS) method set out in the Procurement Regulations.

8. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 1400 hours Maldivian time on July 06, 2023.
