COVID-19 EMERGENCY INCOME SUPPORT PROJECT

REQUEST FOR EXPRESSION OF INTEREST

(Training Providers for Upskilling & Training Programs)

  1. 1.      Introduction

The World Bank Group’s Country Partnership Framework endorsed by the Maldives and the World Bank board in May 2016, aims to support Maldives to achieve more inclusive and sustainable growth, making better use of the country’s assets - human capital, natural assets, and financial resources.

The current World Bank engagement is focused on projects in fisheries, solid waste management, public financial management, improving employment with a special focus on tourism and IT sectors, renewable energy, urban development, COVID-19 response, and improving the country’s health and social security systems.

One of the key initiatives under this response was the COVID-19 Emergency Income Support Program implemented with assistance from the World Bank. This project will assist the GoM to respond to the COVID-19 crisis and build better social protection systems to improve responsiveness and resilience in the future.

Under this program, the World Bank is assisting the government of Maldives to upskill jobseekers in priority trades, conduct apprentice programs for unemployed individuals, and provide entrepreneurship programs for self-employed workers. Certificate-level training courses will be provided to unemployed Maldivians through accredited Maldivian training institutes, with a special focus on the tourism industry.

To this end, the Ministry of Economic Development is seeking the services of training providers in the Maldives to provide short courses in the following areas:

(a)    housekeeping operations

(b)    culinary arts

(c)     tour guiding

(d)    leadership development

(e)    hospitality management

The courses must be short-term (4-6 months) and approved by the Maldives Qualifications Authority (MQA) or certified by an internationally recognized body.

To be considered for this project, the training provider should be:

  1. Registered or licensed under a governing local educational authority or licensing body
  2. Have a minimum of 2-3 years of experience as a registered training provider
  3. Be listed as a registered institute in the Maldives, and be authorized to carry out the program/training.
  4. Preference will be given to institutions who can conduct the training programs in multiple locations of the country including key cities such as Addu, Fuvahmulah and Kulhudhuffushi.

Interested institutions may obtain further information at the address below during office hours 08:00 to 16:00 hours (local time). Expressions of interest must be delivered in written form accompanied by the documents attached with this REOI (in person, mail, or by fax or by e-mail) to the address below no later than 1400 hrs on 27th April 2023.
