INVITATION FOR BIDS   

1. The Government of the Republic of Maldives has applied for financing from The Kuwait Fund for Arab Economic Development (KFAED) towards the cost of Strengthening of Health Sector Project, and intends to apply part of the proceeds for the payments under the construction of the following hospitals. 

2. The Ministry of Finance on behalf of the Ministry of Health, wishes to annul the procurement process of the projects on Invitation for Bids Ref. no. (IUL)13-K/13/2022/364 (December 5, 2022) due to changes in the scope and re- invites bids from eligible and qualified bidders for the following projects.

3. Following guidelines and policies shall be applicable for these procurements

- “Construction Industry Contractor’s Regulation” by Ministry of National Planning Housing and Infrastructure

- “Foreign Direct Investment Policy” by Ministry of Economic Development

4.  International Competitive Bidding (ICB) will be conducted in accordance with the Guidelines for the procurement of goods and execution of works, First edition 2001, Secretariat of the Coordination Group. Qualifications requirements are stated in the Bidding Document.

5.  Interested bidders shall registerwith the Ministry of Finance for this project from28^th December 2022 to 17^th January 2023 between 0800hrs and 1400hrs by : (a) payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand and Five Hundred) or USD 100.00, through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/)  or by electronic transfer to a designated bank account, information of which can be requested through email to email addresses in Clause 10. of this Invitation for Bids; and (b) e-mailing the following information to the e-mail addresses in Clause 10. of this Invitation for Bids

• Name and Address of the Bidder
• Name, e-mail ID and telephone numbers of the Contact Person(s)
• Copy of the Payment/Transaction Receipt.

6. A complete set of bidding documents and related documentation is available from 28^th December 2022 on Ministry of Finance website www.finance.gov.mv for downloading free of cost. The Employer shall not be liable for any information not received by the Bidder. It is the Bidder’s responsibility to verify the website for the latest information related to this Bid.

7. Interested eligible Bidders may obtain further information by writing to the Ministry of Finance at the address in Clause 10 or by writing to the email addresses in Clause 10 of this Invitation for Bids on or before 1300 Hours Maldivian time on 5^th January 2023.

8. The Bidder shall furnish a Bid Security for each of the project for the amount specified in clause 1 of this Invitation. The Bid Security shall be valid for 28 days beyond the validity of the Bid.

9. Bids shall be valid for a period of 120 days from the date of bid opening and shall be delivered to the Ministry of Finance at the address specified in the Clause 10 of this Invitation for Bids, on or before 13:00hrs, Maldivian time on 19^th January 2023 at which time they will be opened in the presence of the Bidders who wish to attend the bid opening. Late bids will be rejected.
