The Government of Maldives has received financing from the World Bank toward the cost of the Maldives Urban Development and Resilient Project (163957), and intends to apply part of the proceeds for the following consulting services.

 

The consulting services (“the Services”) includes to develop a Strategic Environmental and Social Assessment for the Regional Development Plan for Zone 5 & 6. The successful consultants shall identify, describe and assess the significant social and environmental impacts resulting from the implementation of the regional development plan. The successful constants shall also propose strategies for avoiding and/or minimizing potential impacts potential negative social, environmental and climate change impacts and optimizing the positive impacts. Furthermore, the successful consultants shall identify and access the institutional capacity of the Local Government Authority (LGA), island and atoll council for successful implementation of the regional development plan for Region 3. Completion period is 06 months after the contract signing date.

The Ministry of National Planning, Housing and Infrastructure (MNPHI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) A minimum of 10-year general experience, (ii)A minimum of 8-year particular experience in conducting environmental and social assessments (iii) Experience in working in small islands. (iv)Availability of key Experts. Key Experts will not be evaluated at the shortlisting stage, However, Firms are required to clearly state the proposed position for each Key expert proposed.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the, World Bank Procurement Regulations for the IPF Borrowers-Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016 Revised November  2017 and August 2018. (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

 A Consultant will be selected in accordance with the Consultant’s Qualification based Selection (CQS) method set out in the Procurement Regulations.
