INVITATION FOR BIDS

Upgrading of  Waste and Resource Management Center (WRMC) in Kudahuvadhoo, Dhaalu Atoll-2^nd tender

The Government of Republic of Maldives represented by Ministry of Environment, Climate Change and Technology (MoECCT) has received financing from The World bank and intends to apply portion of the financing for eligible payments under the contract under the contract for the project Upgrading of Waste and Resource Management Center (WRMC) in Kudahuvadhoo, Dhaalu Atoll under Maldives Clean Environment Project. The bids received for the advertisement no: :  (IUL)438-WMPC/438/2022/219 has been cancelled, and the Ministry re-invites sealed bids from eligible and qualified bidders for the 2^nd tender of this project.

Tender document and BOQ will be uploaded to the national gazette with the invtations. However A complete set of bidding documents (Technical Specification, BOQ, Drawings, Safeguard documents, Tender document) shall be available to download in electronic format from the below Ondedrive link:

Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” World Bank Procurement Regulations for Borrowers under Investment Project Financing, dated July 1, 2016, setting forth the World Bank’s policy on conflict of interest (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

The bidder shall be a Registered  in National Contractors Registry.

Bid Registration

Interested bidders shall be registered to submit a bid. Registration will be open from the time of the publishing of this invitation until, 13^th  December 2022 via Email to [email protected] stating Reference No. of this Invitation, Project Name, Company name, email address and contact number. This tender is only open for registered parties.

Pre-bid Meeting

A pre-bid meeting will be held in NCIT building on December 04, 2022. Those Parties like to attened the pre-bid meeting virtually, using an online platform on 1100 Hours Maldivian time on December 14, 2022. Bidders who have not yet registered, may obtain further information by writing to the address below on or before 1300 Hours Maldivian time on December 12, 2022.

Bid Security

The bidder shall furnish a bid security of MVR 8,000 ( Eight Thousand Rufiyaa) or equivalent in USD  for the project. The bid security shall be valid for 118 days from the date of the bid opening.

Bid Validity and Bid Opening

Bids shall be valid for a period of 90 calendar days from the date of bid opening and shall be submitted to the NCIT building, Ministry of Environment, Climate Change and Technology, before 11:00 AM (Maldivian Time ) on 26^th December 2022. Electronic Bidding will not be permitted and Late bids shall be rejected.

The bids will be opened at 11:00AM on 26^th December 2022 in the presence of the bidders or their representatives, who wish to attend the bid opening.
