REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – SELECTION OF FIRMS)

Assignment Title: Selection of a consultancy firms to undertake the preparation of Detailed Design and ESIA for Reclamation and Shore Protection of K.Maniyafushi .

The Ministry of Fisheries, Marine Resources and Agriculture, Maldives has received financing from the World Bank toward the cost of Sustainable Fisheries Resources Development Project, and intends to apply part of the proceeds toward payments proceeds to acquire the consultancy services for Detailed Design and ESIA for Reclamation and Shore Protection of K.Maniyafushi.

 Based on this, this assignment includes:

 Task 1

The following surveys/investigations and analysis are required for the technical design of the reclamation plans:

  1. Climate
  2. Geology and geomorphology
  3. Ecology

Task 2

Preparation of Environment and Social Impact Assessment (ESIA) addressing the aspects not covered under Task 1. An Environment and Social Management and Monitoring Plan (ESMMP) to be included in the ESIA.

Task 3

The below mentioned objectives must be determined upon the completion of Task 1 and Task 2.

b.DIB document

c. BOQ and technical specifications

d.Work methodology

e.Schedule of implementation

 

The Ministry of Fisheries, Marine Resources and Agriculture now invites eligible Firms to submit their “Expression of Interest” (EOI) for providing the services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services along with the following documents:

  • Letter of Expression of Interest.
  • Technical Proposal demonstrating Past Performance, Capabilities and Experience, highlight specific experience as a firm and the proposed key experts. All the required supporting documents must be provided as specified in the TOR.

The TOR for the consulting services is attached with this REOI and will also be available on the Ministry website http://sfrdp.fishagri.gov.mv/.

The attention of interested consulting firms are drawn to paragraphs 3.14, 3.16, 3.17 and 3.18 of the World Bank Procurement Regulations for Borrowers under Investment Project Financing, dated July 1, 2016, setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the Consultant’s Qualification-Based Selection method set out in the Procurement Regulations for Borrowers under Investment Project Financing, dated July 1, 2016.

Any requests for clarifications should be submitted to the address by email latest by 13:00 hrs Maldivian time on Thursday, January 10, 2022.

Expressions of interest along with the technical proposal must be delivered in a written form to the address below (in person) no later than 1300 hrs Maldivian time on Sunday, January 13, 2022.
