INFORMATION COMMUNICATION TECHNOLOGY (ICT) CONSULTANT (NATIONAL)

 

The Government of Maldives (GoM) has received a credit from the International Development Association (IDA) towards the cost of the Maldives Public Financial Management Systems Strengthening Project (PSSP), and part of the proceeds of this credit is being used towards payments under the contract for Information Communication Technology (ICT) Consultant for SAP (Local) for the PSSP implemented by the Ministry of Finance (MoF).

 

The consulting services (“the Services”) include achieving Ministry of Finance (MoF) objectives relating to enhance budget credibility, transparency, and financial reporting of central government finances. This consultancy is expected to commence in January 2022. The assignment is anticipated to be completed within a period of 12 months.

The Ministry of Finance now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide a CV including information that demonstrates that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

  1. Minimum 3 years’ of experience in Web Application Development (Frontend and Backend)
  2. Worked in at least 2 major web application development projects in the past 5 years
  3. Minimum Bachelor’s Degree or higher in Software engineering, Computer science or Information Technology.
  4. In-depth knowledge in HTML, CSS, PHP(Laravel), JavaScript, Web Server, SQL, MySQL, and other relevant open source web development tools
  5. Experience working with modern UI frameworks like React, Angular or VueJS
  6. Hands on experience and in-depth knowledge in the principles and practices associated with design, development, maintenance and administration database systems.
  7. Hands on experience and in-depth knowledge  in Web Services and OAuth2
  8. Excellent analytical skills with proven ability to assess business needs and translate them into relevant solutions
  9. Strong background in industry best practices and modern design patterns
  10. Strong programming background with knowledge in modular based programming and use of emerging trends.
  11. Skills and knowledge in UI design to improve usability
  12. Knowledge in full software development cycle including project formulating, version control (preferably using Git)  and maintenance after deployment
  13. Project Management Skills and documentation skills
  14. Preferences would be given to individuals with demonstrated skills in implementing unit testing and integration testing

The individual will be selected based on the qualification and experience, in accordance with the procedures set out in the 'The World Bank Procurement Regulations for IPF Borrowers- Procurement in Investment Project Financing- Goods, Works, Non-Consulting and Consulting Services, July 2016, Revised November 2017' as per the Financing Agreement of the project.

 

Successful candidate will be paid an all-inclusive monthly fee by the project in the range of MVR 28,000.00 – 30,000.00 depending on qualification and experience.
