REQUEST FOR EXPRESSION OF INTEREST

Agro National Corporation Pvt Ltd (AgroNat) is looking to hire a firm with relevant skills and experience to develop a web application, and a mobile application.

Agro National Corporation Ltd (AgroNat) is a subsidiary company of the government owned Maldives Fund Management Company (MFMC) established on 21st April 2020 with an overall mandate of developing agriculture as an economically rewarding industry in the Maldives. The Corporation will work towards enforcing objectives such as enabling an efficient supply-chain for agriculture, providing technical expertise and training to farmers, creating awareness on organic farming expanding the role of women in farming, and facilitating access to quality fertilizers across islands. The company will also aim to achieve economic targets relating to food security, import substitution, creation of jobs and improving the trade balance.

The Agro National Corporation (AgroNat), is a designated authority responsible to provide services and support for the Government School Breakfast Programme (GSBP), led by Ministry of Education. AgroNat, is sanctioned to provide various services to Schools located at the regional Atolls of the Republic of Maldives under the GSBP. In order to conduct the key operational and logistics procedures of the GSBP, AgroNat will carry out all necessary activities to fulfill its daily objective of ensuring Schools with Breakfast on time. This includes reporting to all the interested parties and stakeholders of the necessary information on a timely manner. AgroNat is undertaking efforts to strengthen its capacity and operation to enhance fulfillment and facilitation of the processes and activities allocated by the Ministry of Education in relation to GSBP. These activities are being implemented with support from the Ministry of Education and Ministry of Economic Development.

The AgroNat serves as a partner of the GSBP. Its mandated responsibilities cover a wide range of functions such as:

1. Allocate necessary resources to fulfill the GSBP component assigned by the Ministry of Education.
2. Facilitate end to end logistics to fulfill GSBP on a daily basis.
3. Liaison with designated Service Providers, who serve breakfast to Schools hired by Ministry of Education.
4. Seek to ensure consistency in maintaining and running its operation while achieving GSBP success towards national plans and strategies.
5. Implement operational procedures for an efficient mechanism to deliver GSBP objectives.
6. Act to achieve a successful GSBP for the 196 Schools located at Islands of the Republic of Maldives, comprising of around 34,392 students.

Scope of work

The consultant is expected to perform the following tasks:

1. Design and create an Application using an appropriate web development / mobile development framework, following modern design standards.
2. A Web application and a Mobile application (iOS and Android).
3. Ensure that selected users can easily use the system online through internet.
4. Develop all the necessary features, transactions, and reports of the Application.
5. Develop dashboards to portray reports and key performance indicators (KPI).
6. Implement a proper system to achieve the required purpose.
7. Create a user management facility that features a log-in facility and allows users to be granted different rights within the Application for various levels of users.
8. Host the Application (hosting space will be provided by AgroNat).
9. Train AgroNat staff on how to use the Application.
10. Submit a proposed work plan and schedule to deliver the tasks and outputs.

Maldivian based companies will be given high priority. 

Foreign based companies should have a Maldivian as the team leader/co-leader to coordinate the project.

The AgroNat now invites eligible Firms to submit their “Expression of Interest” (EOI) for providing the services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services along with the following documents:

• Letter of expression of interest
• CVs of the consultant or team of consultants
• Valid reference letters from the clients for the relevant assignments carried out in the past
• Attested copies of educational qualifications
• Copy of company registration certificate
• Business profile sheet issued by the Ministry of Economic Development with business owner/ shareholders /partners information.
• GST/BPT registration certificate
• Company profile
• Proposed work plan and methodology
• Total cost of the assignment (cost breakdowns for all assignments as indicated in the deliverables is highly preferred).

The TOR for the consulting services is attached with this REOI and will also be available on the National Gazette www.gazette.gov.mv. 

Interested parties are required to register for the information session by sending an email to, [email protected], on or before, 22:00hrs, Maldivian time on 22^nd May 2021.

Parties who have not registered for the information session will not be allowed to propose.

Information session will be held on 10:30hrs, Maldivian time on 24^th May 2021.

Proposals must be delivered in sealed envelopes titled ‘Do not Open Before, 13:00hrs., 31^st May 2021. – Consultancy Service to Develop an Application’ together with the submitting party’s name and address, to the address below, on 31^st May 2021 at 13:00hrs., Maldivian time.

Electronic submission is not permitted.

Late proposals will be rejected.

Proposals will be opened in the presence of the proponents’ representatives who choose to be present at the address below at the time of proposal opening.
