Minimum Qualification & Experience

  •  First Degree in a related field
  • Have completed ICAO SMS, SMS ToT , ERP from a ICAO or MCAA approved training provide
  • Minimum 20 years of experience in Airport Operational Field and
  • Minimum 5 years work experience in Aviation Safety Sector (including Airport Operation, ATC, ARFF, Safety Department, Airline Safety, Aviation Security)

 

Responsibilities

  • To provide Technical support / assistance in relation to Airport Safety Management to the Department.
  • Assist in developing Airports SMS as per ICAO and MCAA requirements
  • Prepare Airports Safety Performance reports and presentation to Department
  • Carry out regular consultations to ensure RACL staff understand the Airport Safety Program, Occupational Health and Safety regulations and standards and other related policies and legislation
  • Investigate and analyses incidents/accidents/near miss reports in conjunction with Station Safety Managers, Safety Committee, MCAA and supervisors and maintain statistical information
  • Notifies senior management of pertinent details and maintain statistical information.
  • Working in cooperation with Station/ Airport Managers, Safety personnel, evaluate hazardous conditions and practices and assist with development of hazard assessments, control practices and programs.
  •  Assist in communicating hazard control information and evaluates effectiveness of controls at all airports
  • Review Airports incident/accident statistics and make recommendations to Safety Department for correction of problem areas
  • Assist or lead in internal accident/incident investigation
  • Attend Joint SRB and Safety meetings and support committee in meeting goals.
  • Organize and attend quarterly general safety meetings and ensure that meetings are effective and provide all County employees with the training and information required to meet and exceed safety requirements in carrying out their responsibilities.
  • Ensure employees receive continued training in safe and efficient work methods.
  • Arrange, organize, and provide required training.
  • Work with HR and management to arrange SMS orientation for new staff as required.
  • Conduct formal and informal site inspections to determine safety requirements, identify deficiencies and problems and assist in the correction of those deficiencies.
  • Undertake internal safety audits as required to maintain MCAA certification as well as RACL requirements.
  • Maintain Safety records (training, hazard assessments, incident records, etc.) utilizing the Simply Safety Software.
  • Assist in budget preparation, review invoices and related paperwork associated RACL with the safety program, to verify accuracy and monitor expenditures, and provides general ledger code, project code and signature to verify acceptance.
  • Directs and supervises the RACL Airports Safety Program, including the training and ongoing supervision of the Safety/Airport Assistant.
  • Coordinate Emergency Response Planning

Fire Service Manager

Minimum Qualification & Experience

 

  • First Degree in a related field
  •  Competed Basic Aviation Rescue and Firefighting Training
  • Valid Driving license of B & C - Have minimum 3 years’ work experience in ARFF OR
  • Completed Airport Senior Fire Officer Course
  • Completed Airport Fire Officer Course, TOT from a ICAO or MCAA
  • Work experience of minimum 15 years in ARFF and 2 years in one of the following ARFF functions in a Major Airport; including ARFF Operation; Emergency Medical Services; ARFF Support Function (Training, Fire Prevention, etc.); Admin

 

Responsibilities

  • Responsible to provide Technical support / assistance in relation to RACL Rescue and Firefighting Services.
  • Responsible for maintaining an efficient and effective Rescue and Fire Fighting Service, Medical Services at all regional Airports, compliance with all statutory, regulatory and RACL standards
  •  Oversight for the Airport’s ARFF
  • Develop and execute Fire Service Audit, Inspection plan
  • Coordinate and conducted ARFF competency test as per RACL requirements
  • Develop and Maintain ARFF SOPs
  • Ensure that the ARFF, Airport staff are fully trained and competent
  •  Oversight of the Unit’s application of ARFF training processes to ensure compliance with the MCAA, ICAO, RACL Standards
  •  Represent EOC RACL headquarters
  • Responsibility for development and progression of commercial training opportunities for third parties
  • Ensuring the implementation of the Water Rescue Plan, Airport AEP as per ICAO, MCAA SARPs
  • To remain operationally current and be available for Regional Airport Duty as and when required
  • Oversight of the airport fire strategy, evacuation plans, and fire risk assessments.
  • Develop ARFF strategic plan, Annual Reports, budgets and apparatus technical specification
  • Coordinate ARFF projects
  • Engaged in delivering ARFF training - Requires frequent travel to regional airports
