MINIMUM QUALIFICATION & REQUIREMENT

Graduate Certificate in relevant field.

OVERALL SCOPE

Manage quality system/compliance monitoring functions of all regulatory approvals, Aerodromes, in accordance with approved manuals, Civil Aviation Regulations and company policies and procedures.

EXPERIENCE

Minimum Seven Years of Experience in relevant field.

SCOPE OF WORK

  1. Ensure that an independent Quality System/Compliance Monitoring System is properly established, implemented and maintained.
  2. Monitor compliance with applicable civil aviation regulations and approved procedures, and the adequacy of procedures to ensure safe operations
  3. Verify, by monitoring activities in the fields of ground operations, aerodrome operations, security and safety management system, that all activities are conducted in accordance with all applicable civil aviation regulations and approved procedures. 
  4. Ensure that all non-compliances are reported to the auditees, including nominated persons and the Accountable Manager.
  5. Ensure that corrective actions to non-compliances are taken in a timely manner and monitor the effectiveness of corrective actions.
  6. Ensure that corrective actions to safety recommendations related to Quality Department are taken in a timely manner.
  7. Assess sub-contractors working under the quality system and maintaining the expertise necessary to be able to do so, to the satisfaction of Maldives Civil Aviation Authority.
  8. Monitor and ensure validity of all regulatory approvals.
  9. Control and amendment of Standard Operating Procedures and Quality Manual.
  10. Internal approval of Emergency Response Manual, Ground Operations Manual, Cargo/ Passenger Manual, Standard Operation SOPs and other relevant manuals when allowed by MCAA.
  11. Establish document control system and review of all controlled manuals for compliance with applicable civil aviation regulations and liaison with MCAA for approval of the manuals.
  12. Ensure management review meetings are conducted in a timely manner with the Accountable Manager to appraise the effectiveness of the quality system.
  13. Distribute controlled manuals, procedures and regulations to relevant staff via software and monitor document acknowledgement status. 
  14. Send notification to MCAA and other relevant authorities regarding reportable changes to the organization.
  15. Provide feedback of quality related issues to training for incorporation in to the continuation training programme.
  16. Establish human factor principles to be implemented within the organization.
  17. Defect analysis in respect of aerodromes undergoing maintenance so that any adverse trends are identified and addressed effectively and promptly.
  18. Act as organization’s focal point for liaising with Maldives Civil Aviation Authority, National Aviation Authorities and other relevant organizations regarding matters related to quality system and technical approvals.
