As part of the on-going SWITCH, Asia project on Prevention of Marine Litter in the Lakshadweep Sea (PROMISE) financed by the European Union, the Maldives National University (MNU) is looking to employ a Project Manager to support the implementation of the project.

The PROMISE project seeks to promote source-to-sea solutions to reduce marine littering in tourism clusters along the Lakshadweep shorelines of the Maldives, Sri Lanka and India. It focuses explicitly on Micro, Small and Medium Enterprises (MSME) in and contributing to the tourism sector to support them in waste minimization, thus enhancing the attractiveness of tourism industries, avoiding further deterioration of marine ecosystems, and improving people's living conditions.

 

The project is implemented in the Maldives, Sri Lanka, and India. The project consortium is led by MNU and in collaboration with Parley Maldives, the National Cleaner Production Centre Sri Lanka, The Energy and Resources Institute (TERI) India, Stenum Asia, and Adelphi Research. Project Objectives

The overall objective of the PROMISE project is to contribute to the prevention and leakage of wastes from land-based sources into the Lakshadweep Sea in line with Sip-sustainable Consumption and Production (SCP), thus enhancing the attractiveness of tourism industries, avoiding further deterioration of marine ecosystems and improving living conditions in the Maldives, Sri Lanka, and India. More specifically, the action seeks to promote regionally integrated source-to-sea solutions to reduce marine littering in tourism clusters along the Lakshadweep shorelines of the Maldives, Sri Lanka, and India. The Project Manager will support the successful implementation of the project in order to meet these objectives.

 

 

 

Project Details:

 

  • A recognized postgraduate degree in environmental policy, environmental sciences, or related area
  • At least 5 years’ experience working in the Maldives preferably in the field of waste management, plastic reduction policies, tourism industry, and research
  • Work experience in implementing or managing local or donor funded projects
  • Good oral and written communication skills in substantive and technical areas
  • Knowledge and understanding of technical, commercial and legal aspects of the procurement of externally financed projects would be an added advantage
  • Experience in consulting with public or private sectors would be an additional advantage.
  • Should have strong leadership, management, and proactive interpersonal communication skills in presenting, discussing, and resolving difficult issues, and have the ability to work efficiently and effectively with a multidisciplinary team.
  • Excellent writing, editing, and analytical skills and capability of working independently. Fluent in written and spoken English and Dhivehi;
  • A high level of computer literacy is required.
  • Experience and understanding of project management procedures, such as financial management, business planning, project evaluation, environmental management, as well as institutional reforms. Demonstrates openness to change and ability to manage complexities.
  • Willingness to travel to islands of Maldives, Sri Lanka and India where the project is being implemented (for short or longer durations, as per the demand of the Project) is a must. 

 

 

Educational Background and Experience:

The overall responsibilities of the Project Manager include, but are not limited to the following:

  1. Support the Project Coordinator of MNU in the operational management of the projects according to the Grant Agreement with the EU of the Projects to produce the envisaged outcomes, outputs and activities;
  2. Ensure all implementation arrangements of project activities are carried out smoothly, in collaboration with the stakeholders from the public and private sector (especially governmental agencies and tourism industries) as well as civil society (e.g. consumers);
  3. Identification and resolution of implementation problems, with the guidance of the Project Coordinator at MNU and the consortium partners;
  4. Oversee the PROMISE project staff and their activities at MNU, including oversight of all staff outputs, quality assurance, and supervision.
  5. Communication and coordination of work between all consortium partners and the focal points at the European Delegation to Sri Lanka and the Maldives.

Scope of Work

The work of the Project Manager will include the following tasks, among others:

  1. Assume operational management of the projects in line with the EU Grant Agreement;
  2. Ensure MNU project staff carry out tasks outlined in the EU Grant Agreement in a timely manner, conduct staff appraisal and provide feedback;
  3. Liaise with stakeholders and other coordinators to ensure the timely implementation of project activities and relevant stakeholder activities and supervision activities according to the project documents;
  4. Ensure the project is implemented in line with the government policies, partner organization standards, and the EU Grant Agreement;
  5. Participate in document review, evaluation, and other relevant activities that may be implemented under the project as required;
  6. Ensure coordination with the EU Delegation to Sri Lanka and the Maldives, the project consortium and relevant authorities of Government of Maldives as required;
  7. Ensure all relevant information, documents, reports, and evidence for financial and narrative reporting in line with the EU Grant Agreement are available for submission to the EU and appointed auditors.
  8. Share and disseminate information about the project to generate visibility among stakeholders and the general public
  9. Conduct awareness and information sessions to students, concerned people and the general public on the prevention of marine litter
